主讲人简介: 李福泉(Capt. Lee Fook Chuoon),顾问,中国海事仲裁员,英国资深仲裁员,就职于忠立海事咨询检验公司,有丰富的船货检验、船舶估价、海事调查、咨询公证等方面的经验。迄今已参与过在香港、新加坡、伦敦、上海等地超过130件仲裁案。曾发表多篇论文,出版2本书:RISK PROFILE OF SHIPS和TRANSFORMING GRACE OF GOD。作为保险理赔师,35年间他处理或指导处理了超过9000起船只、货物和一般保险索赔。他还为国际承保人提供风险评估服务。去年,李先生也曾为我院学生作题为Practicality of Capping the Parties' Costs in Arbitration Oct 的讲座。
Capt Lee Fook Choon, Master Mariner, LLM, FCIArb, ACII, Chartered Arbitrator, Chartered Insurance Practitioner, a marine loss adjuster and insurance recovery consultant since 1978 and maritime arbitrator since 1994. To date, he has been involved in more than 130 arbitration cases in Hong Kong, Singapore, London and Shanghai either as Sole Arbitrator or as member of a Tribunal. The arbitration cases involved charter party issues, shipbuilding disputes, international trade disputes, Sales of Goods issues, Bills of Lading disputes, insurance claims etc. He is a panel arbitrator with HKIAC, SIAC, Singapore Chamber of Maritime Arbitration, Regional Arbitration Centre (Kuala Lumpur), Beijing Arbitration Commission and China Maritime Arbitration Commission. He is also an approved tutor with the UK Chartered Institute of Arbitrators besides being a practising mediator in commercial and insurance disputes on ad-hoc and institutional basis. He is a trained and accredited mediator with the Hong Kong Mediation Council and a Principal Mediator with Singapore Mediation Centre and Singapore International Mediation Centre. He was accredited as an adjudicator in Malaysia in 2013 after completion of training. He had since adjudicated in construction projects in Malaysia. He is currently Consultant to Integral Marine Consultants, Singapore and Director of Toplis & Harding (Maine & Recoveries) Ltd, Hong Kong. He has written many papers and had published two books namely “Risk Profile of Ships” and a sea adventure book under the title “Transforming Grace of God.” As an insurance loss adjuster, he had handled or supervised the handling of more than 9000 marine hull, cargo and general insurance claims spanning over 35 years acting on behalf of regional, London and Scandinavia insurers. He is also a risk assessor acting on behalf of international insurers for all classes of maritime assets, high security warehouse, privatised ports and container terminals, inland transit risks, project risk evaluation of just in time logistics and have conducted numerous large hull and cargo claims (particularly petroleum and chemical) investigations.
